There are two primary methods for assigning a license to a user:
- using the license page (Microsoft 365 admin center / Billing / Licenses / Microsoft Product).
- using the user page (Microsoft 365 admin center / Users/ Active Users/ User).
How to assign license to users using the license page

To finalize the procedure, press the "Assign" button. After a brief loading period, you will receive the following message, confirming the successful assignment.

How to assign license to users using the user page
Log in the Microsoft 365 admin center, locate, and select the "Users" option in the left-hand menu of the page to expand it.

In this section, you will find a list of licenses that have the capability to assign to the configured user.

Choose one or more licenses from this list and then click the "Save changes" button. After a brief loading period, you will receive the following message, confirming the successful assignment.
How to assign license to a guest user
A Microsoft guest user account is established within the Microsoft ecosystem to provide access to individuals external to your organization, allowing them to engage in collaborative activities with your organization.
You can invite guest users to collaborate with your organization in the Microsoft Entra admin center (previously known as Azure Active Directory admin center). Log in the admin center, locate, and select the "Identity" option in the left-hand menu of the page to expand it.
Once the content is displayed, choose the "Users" option to expand it.
Once the content is displayed, choose the "All users" option.
After that, you will be taken to the "All users" page, which displays the table of all users you are able to administer. In this section, you have the option to either manually locate a guest user in the table you wish to assign a license to or use the filters for easier searching. You can also use the search bar to locate a specific guest user whose name you know.
To use the filters, simply press the "Add filter" button.
Upon clicking on this button, a drop down menu of filtering options will appear. Scroll down the given list of these options or use the search bar to find the "User type" filter.
When a new filter form appears, you should use the "Value" field to filter the user roster based on their statuses.
Upon clicking on this field, a drop down menu will appear. Here, select the "Guest" option.
Press the "Apply" button to apply the newly created filter to the list of users. Select the specific user from the filtered list to whom you wish to assign a license and click on their displayed name. In the left-hand menu of the opened user card, locate and select the "Licenses" tab.
Within the "Licenses" tab you will the list of licenses assigned to the configured guest users you are able to administer. To assign new license or licenses, press the "+ Assignments" button.
After that, you will be taken to the "Update license assignments" page. This page presents two lists of licenses: the left list containing all licenses already assigned to the configured guest user, and the right list featuring licenses available for assignment to the configured guest user.
Choose one or more licenses from this list and then click the "Save" button. After a brief loading period, you will receive the following message, confirming the successful assignment.
