You require Global or Billing admin role to purchase licenses for Microsoft Teams users and resources.
How to purchase Microsoft licenses for users
In most cases, your users will already have Microsoft 365 or Office 365 licenses. If you need to purchase additional licenses, you can do so on Microsoft 365 admin center (admin.microsoft.com) > Billing > Purchase Services page.
For users that require phone numbers to be assigned to them, you also need to purchase one of the following licenses for each such user:
Microsoft 365 Phone System license, or
Business Voice without Calling, or
E5 Service plan (includes Phone License)
These licenses can be purchased on Microsoft 365 admin center (admin.microsoft.com) > Billing > Purchase Services page. You can find them in the Add-ons section of the page.
Business Voice without Calling is only available for businesses with 300 users or less, and may be visible to Microsoft partners only.
How to purchase Microsoft licenses for resources
If you need to assign phone numbers to Microsoft Teams resources, such as Auto-Attendant or Call Queue, you will first need to purchase Microsoft 365 Phone System - Virtual User licenses for each such resource.
These licenses can be purchased on Microsoft 365 admin center (admin.microsoft.com) > Billing > Purchase Services page. You can find them in the Add-ons section of the page.
How to assign license to users and resources
After you purchase licenses, the licenses can be assigned to users and resources.
In Microsoft 365 admin center (admin.microsoft.com), navigate to Users > Active users. Click on the user that requires a license, then navigate to Licenses and Apps tab, and check licenses that need to be assigned.
